Age: 10/it's complicated? (he's really about a week old, and aged himself up to 10, but does seem to behave and think like any 10 year old despite his chorological time alive?

abilities:
Billy seems to have inherited many of his mother's powers, just as his twin seems to have their uncle's powers. Like his mother he doesn't need to speak spells or understand the fundamentals of magic, it simply comes naturally to him.

Billy's powers have currently manifested primarily as:

-Psionic Energy Manipulation: generally displayed as a blue misty energy unlike his mother's red, closer to the other members of Agatha's coven in the past.
-telekinesis: stopping bullets in mid air
-telepathy: able to hear the thoughts/minds of those around and the pain they are in, able to feel his father's suffering from across town as he tries to leave West View, unable to hear Agatha- her mind is quiet
-slight precognition: when he see/feels his mother is in danger from the mob he sees events that haven't actually happened yet, but are about to happen- in her eventual outburst
-aging: either Billy or both twins seem to be able to age at will, having done this twice, from infants to roughly five-year-olds, and then to ten-years-olds. They promised their mother they wouldn't age up past ten.
-possible reality altering from within the womb: a number of magical occurrences take place while Wanda is pregnant that she claims not to have done, and may have been preformed by Billy- making the butterflies from the mobile come to life etc.
-possibly immune to Wanda's magic: as babies their mother attempted to spell them to sleep, but the children couldn't be controlled, much to her confusion

Many of these powers seem innate, though Billy is still learning how to control them. For example his telepathy in particular doesn't seem to be something he is able to turn on/off currently, and would benefit from guidance.

Personality:
Strengths:

Kind- Billy is very concerned with being kind to others, whether it's pleading for the stray dog that's all alone in the world, worrying about making trick-or-treating a competition, or not wanting to leave his mother's side while she's suffering some kind of mental breakdown. He's a very empathetic boy, some of this coming in part from his telepathic abilities. He has very little control over them, feeling the jumble of noise and fear from the town, unable to block it out.

Dorkasaurus- Billy is a bit of a dork, especially compared to his brother. He's far less concerned about appearing cool, happily dressing up for Halloween, even with Tommy refusing until Uncle 'Pietro' thinks it's a good idea. He can be clumsy and giddy, lacking the peer to peer interaction of other children to feel too shy about things. His sheltered upbringing can be a blessing and a curse in that way. He has all the makings of a future shy child, who hasn't yet had to face the pressures of the outside world/his peers.

Weaknesses:

Sheltered- The twins have more less only had each other, their parents, and Agnes/Agatha as their companions. Billy has been locked out from experiencing so much of the real world, living in a timeshifting sitcom construct. From weather, to holidays, to school, to weather, Billy hasn't had a chance to live so many of these things. While he's aware of many of them, the nature of the construct doesn't lend itself to questioning why he doesn't go to school when he knows there is one, or why the other children only appeared for trick-or-treating. The reality of his short and strange existence may become more obvious to him with the questioning of outside forces, leading Billy to reexamine who/what he really is.

Avoidant- Perhaps following the example of their mother, the twins tend to want to run from their problems/fears. For them they did this by aging up. After the death of their dog Sparky the twins tried to do this again, but their mother forbade them, trying to teach them that there are rules to life, despite the boys' pleading that she could bring the dog back, seemingly fully aware of the full extent of her powers. Suddenly in a world with more wide open possibilities Billy may find himself anxious, and be looking for a way to run/hide from whatever new problems that crop up without breaking his promise to his mother.
